Well, I've been trying to create a Tokyo ghoul OC, but I've been struggling with the design lately, so I put that aside _{and the many other things that I have to do} and have decided to throw Kaidan into the Tokyo Ghoul Universe. 
- His story basis was actually based of a website for creating random ghoul backstories it said, and I quote ''A One-Eyed Ghoul possessing a Bikaku Kagune. They will engage in cannibalism, to become the strongest after the death of a loved one and eventually become a Kakuja'. Don't ask me where I found the site though - I lost it

Reason: His mask was designed for him in reference to werewolves, one of his favorite mythical creatures, and his kagune takes the form of a large werewolf-like tail. His Kajuka has also shown werewolf attributes.

Relatives:
(Mother)  Johanna Tarbolton - Human - Alive - Suffered from mild depression when her husband was pronounced M.I.A by the Ghoul Investigators, she was helped out of the depression by a man she met named Zaheer. The two got along well, and friendship turned into love. When she had her 3rd son, Zaheer's son, she was horrified to find that the child was half-ghoul, but could not bring herself to turn her son into the CCG. She did eventually call the doves on Kaidan to have him killed when she found out that he had killed Luka.
(Half-brother) Luka Wolfe - human - Deceased - He had been happy to have a new baby brother, and also see his mother was finally happy, but upon realising that his younger brother was a Ghoul - he was disgusted, and somewhat upset. Luka could never bring himself to trust Kaidan or call him family. One Day, he and Kaidan got into a fight, and Luka was stabbed by Kaidan's Kagune, and ended up dying, and Kaidan ran away from home afterwards. 
(Half-Sister *_{she's older in this AU}*) Riley Wolfe - When her younger brother was born, she was at first shocked to realise her brother was half-ghoul, but was happy to have a younger brother nonetheless. She played with and helped her younger brother when he was upset. Upon Luka's death, Riley became wary of Kaidan, but couldn't bring herself to hate him - she regrets even now that she was unable to stop the event, or stop Kaidan from running off.
(Father) Zaheer Vitani - Ghoul - Deceased - Kaidan met up with his biological father in the XiaoHey Ward after leaving home, there he and his dad ruled the Ward, getting food for ghouls who couldn't fight, and fighting ghouls that wanted to take over their territory. For 3 years the two ruled the XiaoHey Ward, until a surprise raid from the Doves had the two running for their lives. In order to protect his son, Zaheer fought of the Doves, so that his son could escape, only to eventually be killed.
After Zaheer's death, Kaidan found out that it had been a group of Ghouls that had sent a message to the Doves in order to get Zaheer and kaidan killed so they could take over the ward. Angry and vengeful, Kaidan took to cannibalizing, eating both ghouls and humans, in order to be come strong enough so that no one could kill him like they did his father - that way he could continue his dad's legacy. 
(Step-father) Alexander Wolfe - Human - Ghoul Investigator - Koukaku Quinque - Alive - Alexander has swore to kill The Werewolf Ghoul no matter what, upon returning home and finding that his son, Luka had been killed by the ghoul. He does not know that Kaidan is his step-son. 
(Uncle) Monty Talbolton - Human - Ghoul Investigator - Deceased - Ukaku Quinque - Monty was killed in combat by a group of ghouls in a mission, and Alexander had promised Johanna that he wouldn't rest until he found the ghoul that killed him and got revenge. 

Personality:
After the death of his father, Kaidan grew both cold and cruel. He saw both ghouls and Humans alike as nothing more than stepping stones, beings to use and then consume or throw away. 

Moral: 'Ghouls and Humans are no different. Human's kill ghouls, Ghouls kill humans regardless of the circumstances - just ask my father. A ghoul who helped both ghouls and humans alike, he was tricked by a group of ghouls wanting his title, and killed by the humans who couldn't see the good he had done, both too blind on the mindset that they wanted to be 'top of the food chain'. Now I'm going to take it. I'll be top of the food chain. I'll crush anyone who gets in my path, ghoul and human alike!' - Kaidan Wolfe a.k.a The Werewolf.

Power & Abilities:
Bikaku Kagune - Shining Tail - A very large kagune formed at his tailbone, that creates the appearance of a Werewolf tail, used to lash at opponents, or even slam down onto them to crush opponents, and even as a propulsion to jump high into the air or dash forward. Kaidan once even used his Bikaku to pierce through Luka when he got into a fight with his half-brother. 
Incomplete Kakujua Kagune - After the death of his father, due to the fact he saw ghouls as humans, nothing more than waste, and in order to become stronger, Kaidan began cannibalizing ghouls, though something caused him to stop before his Kakuja was complete. 
When activated, his Kakuja encases his hands and feet, creating claw like appendages, that closely resemble a werewolf, with this he becomes increasingly stronger and his Bikaku even grows bigger.

Additional information:
He wears a contact lense in his right eye to hide the fact he is a one-eyed ghouls from others. That's why the right one doesn't glow. 
His mask was originally a Gasmask owned by his father which he had converted by Uta.
